It is believed that, as in recent years, the government will allocate a fund for promoting research related activities to be administered by the MCST.  It is expected that this fund will be in the region of Lm300,000. The 2006 programme focused on promoting: 

  • Applied research
  • Research in the four priority sectors (Health and Biotech, ICT, Environmental technologies, high value-added manufacturing).
  • Collaboration between academia and industry

While there are no major changes planned in the objectives of the 2008 programme, there is the opportunity to adapt it and finetune it to better suit the needs of the country. 

MCST is organising a public consultation session to allow stakeholders to air their views regarding any aspect of the programme. In particular, MCST is considering the following amendments: 

1) Industry – Academia Collaboration
We will be giving priority to projects based on partnerships between industry and academia. 

2) Funding for University Researchers 
In past years, a good percentage of the R&I funds went into financing university researchers working on projects.  Recently the MGSS (Malta government scholarship scheme) has provided funding for a number postgraduate students.  MCST in collaboration with the Ministry for Education hopes to obtain funding under the structural funds programme to provide doctoral and postdoctoral bursaries. In this respect, MCST would be interested in hearing your views on whether the R&I programme should cap (not eliminate) the total funding for university researchers in order to maximise funding for other (e.g. equipment) purposes where such funding is not readily available. 

3) Ringfencing part of the fund 

We welcome your ideas and opinions on ringfencing part of the fund for (1) non-priority sectors, (2) basic research and (3) other.

 

A half-day morning Consultation Session will be held at the MCST Premises in Villa Bighi, Kalkara on Thursday 18th October 2007, starting at 08:30.
